From experience:

Infrastructure in developing countries. These efforts permeate to the rest of society.
Since 1995 The Abdus Salam ICTP (via the Programme of Networking)
helps institutions to choose adequate technologies, testing technology solutions (wireless),
promote collaboration between developing countries.
